If your mod's extension is ASI, use an ASI Loader (Alex Blade's ASI Loader | YAASIL).
Place dsound.dll into your GTAIV folder. (Default: c:\Program Files\Rockstar Games\Grand Theft Auto IV\ )
Now extract the contents of your mod into your GTAIV folder.

If your mod's extension is DLL, use Xliveless.
Place xlive.dll into your GTAIV folder.
Now extract the contents of your mod into your GTAIV/plugins folder.

Conversion from ASI to DLL & vice versa: Rename the extension of the file. Might not always work.
